Smart University of Professional Education under UN programs provides professional online distance learning, retraining and additional education for Chinese and Russian students online during pandemics and other global epidemics, when full-time education on university campuses is impossible.
University provides professional training for students for their subsequent work in international organizations at the fields of medicine, health care, international jurisprudence and law, international economics, management, information technology.
Training is conducted with using of artificial intelligence and other modern information technologies developed by the World Health Organization, UNESCO and the International Telecommunication Union (ITU).
Smart University of Professional Education under UN programs was established by the WHO programs training Center at the Vladivostok State University of Economics and Service and the Far Eastern Committee of the Commission of the Russian Federation for UNESCO and the Committee on International Medical Exchange and Cooperation, Shanghai/Geneva (IMECC).

Smart University is funded by the Chinese side in China and the Russian side in Russia.
Chinese side also finances the preparation of educational programs in accordance with the UN recommendations, as well as the creation of a multilingual educational platform with artificial intelligence, on which the educational process will be conducted.
